Dear Vice-President J. D. Vance,
I am writing to you as the head of the Coalition for a Baruch Plan for AI, made of 10 NGOs and over 40 multidisciplinary experts (including top former US national security officials) to propose that you lead, alongside President Trump, an age-defining deal on AI with China, The Deal of the Century.
As you know, it is quite likely that AI will shape the future of the US, the World and your political career. We share your opposition to US federal AI safety regulation in the context of an unchecked global race for dominance with China: it would be useless to prevent safety risks and needlessly penalize a crucial race with China. We share your call for the ethical leadership of Pope Leo XIV on AI, to lead the moral vision of this incredibly impactful technology.
After six months of work by 20 multidisciplinary experts, we have produced a 130-page Strategic Memo of the Deal of the Century, outlining how you could lead a critical mass of other key potential influencers of Trump's AI policy to champion a timely, bold and proper US-China-led global AI treaty.
This is not a proposal for another globalist treaty; it is a plan for a strategic pact designed to achieve three core objectives: secure permanent American technological leadership, neutralize catastrophic national security threats before they arise, and ensure the future of AI is written primarily on American terms. This historic achievement would become a defining legacy for the administration and the cornerstone of a successful 2028 presidential campaign.
Through our deep six-month analysis, we have identified how a number of key influential leaders - mostly aligned along christian-judeas values - could be aligned by you, in a critical mass, to persuade Trump, on pragmatic terms, to co-lead such a treaty: Steve Bannon, Sam Altman, Joe Rogan, David Sacks, Tucker Carlson, Pope Leo XIV, Demis Hassabis, Dario Amodei, Tulsi Gabbard and Marco Rubio.
It happened before for nuclear technologies, and almost succeeded. In 1946, key leaders like you, especially Robert Oppenheimer and Dean Acheson, persuaded another highly pragmatic US President to formally present the boldest treaty ever presented, the Baruch Plan, for the international control of dangerous nuclear technologies - and did so coincidentally barely an hour from from the birth of Donald Trump.
A 2024 University of Maryland survey found that 77% of U.S. voters support a strong international AI treaty. As of June 2025, 43% of US citizens are very or somewhat concerned that AI could "cause the end of the human race". As of August, 76% of US voters believe artificial intelligence could eventually pose a threat to the existence of the human race.
The Strategic Memo describes a treaty-making strategy and plan to ensure that AI development serves the American worker, protects our communities, and aligns with US national interests. It is inspired by Christian humanism - staving off extreme transhumanist dystopias as well as catastrophic loss of human control over AI.
It outlines an actionable path for negotiating an AI treaty that maximizes US advantage and enforces it without creating a globalist bureaucracy, thereby protecting the US from both foreign adversaries and the overreach of domestic tech oligarchs and the deep state.
Your leadership can ensure that our nation's AI policy is rooted in the interests of American families, not the Davos crowd or US deep state elites.
