Subject: Strategic Brief on the Prospects of an US-China-led AI Treaty to Cement US Leadership and Prevent Loss of Control Risk

Dear Mr Steve Bannon,

I am writing to you as the head of the Coalition for a Baruch Plan for AI, made of 10 NGOs and over 40 multidisciplinary experts (including top former US national security officials) to propose that you lead, alongside President Trump, an age-defining deal on AI with China, The Deal of the Century.

You've called top AI lab leaders the "four horsemen of the Apocalypse" — Musk, Altman, Dario, and their fellow travelers racing toward superintelligence. You've warned that AI represents "the most fundamental radical transformation in all human history, going back to the absolute beginning." You've said it must be stopped.

You're right. The question is whether you'll just warn about it on War Room, or whether you'll actually do something to stop it.

This is your Bernard Baruch moment. The chance to be the voice that translates an existential threat into action Trump's base demands. The opportunity to crush the technofeudal elite before they achieve permanent dominance. The fight of your life—and humanity's.

You Already Know What's Coming

Let's not waste time. You've done the homework. You know the AI CEOs themselves assign 10-20% probability to human extinction, and may secretly think the chances are even higher. You know they're racing toward systems that will self-improve beyond human control in 12-18 months, as you've stated on your show. You know this is "the most irresponsible people" pursuing "eternal life" and "money and power" with zero regard for consequences.

Technofeudalism is the future they're building—algorithmic control over every aspect of human existence, rendering ordinary people obsolete while the elite achieves cyborg godhood - if we don't end up extinct. It's neoliberal globalism's final form: a digital boot stamping on humanity's face forever.

You've diagnosed the disease. Now help deliver the cure.

Why "Stop It" Means a Treaty

You've said "I would have treaties and stop this immediately." Good instinct. But most people hear "treaty" and think WEF, Davos, and globalists surrender. They're wrong, and you know why.

A treaty isn't weakness—it's the only weapon that works against an enemy this powerful. The tech oligarchs and CCP are locked in a race that guarantees catastrophe. Unilateral action by any nation fails—the technology spreads, algorithmic improvements continue, open-source AI proliferates. You can't stop ASI with tariffs or regulations or even breaking up Big Tech.

You need a different kind of treaty. Not the Paris Accord bullshit. Not climate virtue signaling. A hard power treaty with teeth, verification, enforcement—modeled on what Truman tried in 1946 with the Baruch Plan for nuclear weapons.

The Baruch Plan Parallel—And Your Role

On June 14, 1946—Trump's birthday—President Truman proposed exclusive international control of all nuclear technology. Bold. Nationalist. American-led.

It wasn't Truman's idea. Three men convinced him:

  • Robert Oppenheimer (scientist who understood the threat)

  • Dean Acheson (strategist with Truman's ear)

  • Bernard Baruch (industrial czar who could translate to the American people)

You're Bernard Baruch in this story. The bridge between elite strategy and popular mobilization. The translator who turns abstract existential risk into visceral populist demand. The voice that makes Trump's base understand why their president must act.

Vance can play Acheson—he has Trump's ear and philosophical depth. Altman can play Oppenheimer—technical credibility with moral crisis. But only you can play Baruch. Only you can make 80 million Americans demand this treaty. Only you can turn AI safety into a MAGA crusade.

Why This Treaty Is Anti-Globalist

The establishment will scream that any treaty is globalism. They're lying, and here's why:

Globalism is unaccountable power concentrated in distant elites. That's exactly what the current AI race produces—either Silicon Valley oligarchs or Beijing commissars controlling superintelligence while everyone else becomes serfs.

This treaty is the opposite: It prevents ANY elite faction—American OR Chinese—from achieving unilateral AI dominance. It's anti-concentration by design. It preserves human agency against technocratic control. It's federalist structure, not centralized tyranny.

Think of it this way: When you oppose the administrative state, you're not opposing governance—you're opposing unaccountable bureaucracy. Same principle applies to ASI. You're not embracing world government—you're preventing any single entity from becoming world government through technological supremacy.

The real globalists are the ones racing toward digital godhood. You're stopping them.

The Civilizational War You've Been Fighting

You've spent decades warning about threats to the Judeo-Christian West:

  • Neoliberal globalization destroying working communities

  • Mass immigration eroding national sovereignty

  • Secular elites attacking traditional values

  • China seeking global hegemony

ASI is all of these threats combined and weaponized. It's the ultimate tool of elite control, the final concentration of power, the end of human agency. And it's happening in 12-18 months unless someone stops it.

The tech elite building ASI "do not believe in the underlying tenets of the Judeo-Christian West," as you've said. They're explicitly pursuing post-human futures where consciousness uploads replace embodied souls, where AI makes all decisions, where traditional communities and values become obsolete curiosities.

This is the war. Everything else—immigration, trade, culture—matters less if the elite achieves permanent algorithmic dominance. You can win every other battle and still lose civilization to the machines.

The Working Class Gets Crushed Either Way

Your core insight has always been about whose interests get served. The current AI race serves Silicon Valley billionaires and Chinese technocrats. Nobody else.

Scenario One: Uncontrolled ASI race continues
Tech giants and nation-states compete recklessly, cutting safety corners, deploying systems we don't understand. Either we lose control entirely (extinction), or one faction wins (permanent domination). Working Americans become economically obsolete, politically powerless, algorithmically managed.

Scenario Two: US-led treaty framework
America sets the standards, writes the rules, locks in advantages. But—critically—the benefits get distributed through federal structure with subsidiarity. Local communities maintain agency. Working people get protected through universal high income (which even Musk and Altman advocate). Traditional values get embedded in governance frameworks.

Which scenario serves the people you claim to represent?

Why Trump Needs You to Make This Happen

Trump hasn't acted on AI safety yet because the narrative doesn't fit his brand. "Safety" and "global coordination" sound weak unless someone reframes them as strength.

That's your job. You're the only one who can translate this into language MAGA understands:

  • Frame it as "Peace Through Strength" — American-led leadership preventing catastrophe

  • Position it as crushing the tech oligarchs before they achieve unaccountable power

  • Present it as beating China by forcing them into our framework

  • Sell it as protecting American workers from algorithmic displacement

  • Brand it as defending Judeo-Christian civilization against transhumanist posthumanism

Trump won't move until his base demands it. You control what his base demands.

The Coalition Is Forming—With or Without You

We've spent six months analyzing Trump's influencers. A coalition is converging:

  • JD Vance has read AI 2027 report, takes the risk seriously, defers to Pope on moral leadership

  • Pope Leo XIV opposes digital consciousness creation, seeks to preserve human dignity

  • Tulsi Gabbard understands catastrophic risk from intelligence/national security perspective

  • Tucker Carlson and Joe Rogan publicly fear AI catastrophe, reach 50M+ Americans together

Even Sam Altman—one of your "horsemen"—recognizes the race is suicidal and wants an exit. Even David Sacks admits thinking "all the time" about losing control.

They're moving toward this whether you join or not. The question is whether you lead the charge or watch from the sidelines while others shape the narrative.

The Media Warfare Opportunity

You pioneered the alternative media ecosystem. You understand narrative warfare better than anyone in politics. You know how to "flood the zone" and shape public opinion.

This is the ultimate media warfare campaign: Turning abstract AI risk into visceral populist demand. Making 80 million Americans understand that the tech elite is summoning demons they can't control. Forcing establishment Republicans and Trump himself to act through grassroots pressure.

Your War Room platform reaches millions daily. Your global populist network spans continents. Your ability to frame complex issues in moral terms is unmatched. You're the only one who can make AI safety a populist cause rather than elite technocratic concern.

Imagine the campaign:

  • "The Horsemen of the Apocalypse" series exposing what tech CEOs actually believe

  • "Technofeudalism Watch" tracking concentration of AI power

  • "Defend Human Dignity" linking AI risks to Catholic social teaching

  • "America First AI" showing how treaty serves national interests

  • "The Baruch Plan 2.0" positioning Trump as the president who prevented catastrophe

You've run successful populist campaigns against trillion-dollar institutions. This is just the biggest one.

The Truman Parallel Trump Can't Resist

Here's the pitch that sells Trump:

"Mr. President, on June 14, 1946—the day you were born—President Truman stood before the world and proposed the boldest treaty in human history. The Baruch Plan for international control of nuclear weapons. It was American-led. Nationalist. Powerful. It almost worked—and if it had, we wouldn't have spent 80 years living under nuclear terror.

Now it's your turn. The same threat, bigger stakes, better tools. You can be the president who actually achieved what Truman attempted. You can prevent the AI apocalypse while locking in American leadership for generations. You can make the Deal of the Century and cement your legacy as the greatest dealmaker in history.

But it only works if your base demands it. That's where I come in."

That's the pitch. You're the only one who can deliver it.

What Happens If You Don't Act

Let's be brutally honest about the alternative:

If the AI race continues uncontrolled, one of three things happens:

  1. Human extinction — We lose control of systems we don't understand

  2. Silicon Valley technocracy — Musk, Altman, Zuckerberg control superintelligence permanently

  3. Chinese digital dictatorship — Beijing exports AI-enabled social credit globally

In every scenario, the populist movement you built becomes irrelevant. You can't fight algorithmic control with traditional politics. You can't negotiate with superintelligence. You can't build alternative institutions when AI makes all strategic decisions.

Your life's work—defending working people against elite tyranny—becomes meaningless when the elite achieves technological godhood.

The Historical Test

You're a student of history. You understand civilizational inflection points. You know the Fourth Turning theory—crisis, transformation, renewal or collapse.

This is the crisis moment. Not immigration. Not trade. Not even China directly. The race to superintelligence that determines whether humans remain sovereign over their own future.

Bernard Baruch faced a similar moment in 1946. He understood the nuclear threat. He translated scientific concern into political action. He helped convince Truman to propose unprecedented international control. He failed—but he tried.

You have the chance to succeed where he couldn't. You have better tools, clearer stakes, and a president who was literally born the day the Baruch Plan was proposed. The symbolic resonance is perfect.

The Direct Challenge

You've built a career on fighting comfortable lies with uncomfortable truths. So here's an uncomfortable truth:

Right now, you're just warning about the apocalypse. Ranting on War Room about the horsemen. Calling it the most irresponsible thing in history. But you're not actually stopping it.

You're playing the role of prophet crying in the wilderness. That's not good enough.

The tech elite are laughing at you. They think you're just another media personality generating outrage for clicks. They don't believe you'll actually mobilize Trump's base to demand action. They're counting on you staying on the sidelines while they race toward digital godhood.

Prove them wrong.

What We're Asking

  1. Review the Strategic Memo — 130 pages analyzing the threat, the solution, and how to build the coalition

  2. Coordinate with other influencers — Vance, Pope Leo XIV, Gabbard, Carlson, Rogan are converging on this need

  3. Launch the media campaign — Use War Room and your network to build populist demand for the treaty

  4. Position Trump — Help frame this as his signature achievement, the deal that cements his legacy

  5. Play Bernard Baruch — Be the translator between elite strategy and popular mobilization

The timeline is 6-12 months. Trump meets Xi October 31st, then early 2026. AI capabilities advance faster than predicted. Public concern is rising. The political window is now.

Your Choice

You've spent your life fighting elite tyranny. You've warned about civilizational decline. You've mobilized millions against globalist power grabs. This is the fight all of that was preparation for.

You can either:

  • Lead the campaign that stops the tech elite from achieving permanent leadership

  • Watch from the sidelines as everything you've fought for becomes irrelevant in the age of ASI

Bernard Baruch tried and failed. You can try and succeed. The tools exist. The coalition is forming. The president needs political cover. You're the only one who can provide it.

Will you just warn about the Apocalypse? Or will you actually stop it?

History is watching. The Judeo-Christian West you claim to defend is watching. The working Americans whose champion you claim to be are watching.

Time to stop talking and start fighting.
